Michael E. Hooper is the Assistant Leader of the Firm's Land and Natural Resource Development Practice Group. Mr. Hooper's practice is focused on energy and real estate law; business transactions and formation, including those within the field of mineral rights, titles and leases; banking; commercial real estate development and financing; and commercial litigation. He has significant experience in overseeing large mineral title projects in multiple states and has represented energy clients in connection with due diligence, sale and acquisition transactions.
Mr. Hooper's experience includes the following:

Represented a national energy company that was seeking to expand its mining operations in the Appalachian region through acquisition. Managed title work for more than 8,500 acres in Pennsylvania and West Virginia, ascertaining and resolving disputes regarding ownership of mineral rights

On behalf of a national energy company, developed protocols for review and analysis of large multi‑state due diligence project for the purchase of mineral ownership rights and related interests

On behalf of a regional energy company, coordinated a series of transactions to acquire over 5,100 acres of property in the Appalachian region. Efforts included not only analysis and preparation of title opinions and curative work, but assisting in negotiation of pricing based on title quality

Obtained tax incremental financing (TIF) for various projects, including property tax TIF in excess of $2.25 million for infrastructure improvements necessary for redevelopment project. That redevelopment project resulted in employment for more than 170 employees

Provided full range of services for large regional redevelopment project including anchor tenant leasing, land sales, construction agreements, dispute resolution and related litigation
Mr. Hooper graduated from Shady Side Academy in Pittsburgh, Pennsylvania, in 1979. He attended Lehigh University and graduated from the Pennsylvania State University, receiving a Bachelor of Arts in history with distinction in 1983. Mr. Hooper also attended the University of Pittsburgh School of Law, receiving his Juris Doctor in 1986. During law school, Mr. Hooper served as an intern to the Honorable Joseph F. Weis, United States Court of Appeals for the Third Circuit, was appointed a student representative to that law school's Faculty Selection Committee and was an advisor to first year law students.
Mr. Hooper is admitted to the West Virginia and Ohio State Bar Associations, the Supreme Court of the United States of America, the United States Court of Appeals for the Fourth Circuit and the United States District Courts for the Northern and Southern Districts of West Virginia.
