William D. Marcum is an associate in the Firm’s Charleston, West Virginia, office. Mr. Marcum practices in the Land and Natural Resource Development Practice Group where he focuses on a wide variety of commercial and business transactions and litigation matters. He has significant experience in commercial real estate transactions and related matters including development, land use planning, construction law and representation of companies in the purchase and sale of mineral rights, assets and subsidiaries, including legal due diligence associated with mergers and acquisitions; energy and mineral law litigation relating to surface and lease disputes and title issues; litigation‑related experience in complex litigation involving multiple parties including class actions; banking and corporate law; and collection of commercial debts and enforcement of foreign judgments. Mr. Marcum also assists with the defense of federal criminal matters, including white‑collar crimes. Mr. Marcum is trained in win‑win and position negotiating and is admitted to practice in West Virginia, Pennsylvania, Ohio and the District of Columbia. He is also an accredited fraud investigator (AFI) and licensed private investigator (PI).
Prior to college, Mr. Marcum served in the United States Navy where he completed a tour of duty with NATO conducting operations in Eastern Europe, Russia and North Africa, as well as a tour of duty conducting counter‑drug operations in the Caribbean Sea in conjunction with the United States Coast Guard. Mr. Marcum graduated magna cum laude with a Bachelor of Arts degree in psychology from Marshall University in 2002. Mr. Marcum received his dual Juris Doctor and Master in Business Administration from West Virginia University in 2005. In 2010, he completed the Executive Master of Forensic Accounting (EMFA) program at the University of Charleston. Mr. Marcum has also studied French at Universite Catholique de Lyon in Lyon, France; international business law and European Union law at University College London in London, England; and international business management and negotiation strategy at Hoschule Fulda in Fulda, Germany. He has also studied at the Consortium Institute for Management and Business Analysis in Asolo, Italy. Mr. Marcum completed his LL.M. in taxation at the University of Alabama in 2011. He is currently pursuing an LL.M. in international business law at University of London and an M.A. in theology at Franciscan University of Steubenville.
