Jim Thomas is a Member of the Firm and practices in the Health Care and Finance Practice Group. He is also a Member of the Firm's Executive Committee. Mr. Thomas' practice focuses primarily upon health care matters of a business, regulatory and operational nature. Specifically, Mr. Thomas has been involved representing West Virginia hospitals, mental health centers, rural health clinics, physicians and health care trade associations in a wide variety of matters, including state and federal regulatory compliance issues and investigations, business acquisitions, reorganizations, contracting matters, fraud and abuse counseling, medical staff issues and cases before the West Virginia Health Care Authority.
His practice has also extended into areas involving general administrative law, tax‑exempt institutions, insurance regulation and legislative lobbying. Mr. Thomas assisted the West Virginia Hospital Association and the state of West Virginia by spearheading the preemption analysis of West Virginia law under the HIPAA privacy standards for personal health information. Most recently, he has provided services to the West Virginia Health Information Network in its development of a statewide, interoperable health information exchange.
Mr. Thomas was admitted to the West Virginia Bar in 1980 and is eligible to practice in the United States District Court for the Southern District of West Virginia, as well as the Third, Fourth and Sixth Circuit Courts of Appeal. He is a frequent presenter at various seminars and educational conferences involving health care law issues. He is one of the founding members of the Firm's health law practice, was manager of the Firm's Business Law Department for five years and is a longstanding member of the American Health Lawyers Association.
Mr. Thomas graduated from Miami University in 1977, magna cum laude, where he received a Bachelor of Arts in political science and was named to the Phi Beta Kappa honorary society. He attended and graduated from The Ohio State University College of Law, with Honors in Law. Most recently, he was recognized in Woodward/White's The Best Lawyers in America® and named to the list of West Virginia Super Lawyers®. In the 2011 edition of Chambers USA, Mr. Thomas is identified as a "key individual" in the Firm's corporate/commercial practice, where he is described as a "detail‑oriented" healthcare lawyer.
