Stephen N. Chambers joined the Firm in 2004 in the Commercial Law Practice Group in the Charleston, West Virginia, office.  In over twenty-five years as a practicing lawyer in West Virginia, Mr. Chambers has earned a reputation as both a trusted counselor and an effective advocate on behalf of his clients.  Mr. Chambers possesses a broad range of skills and experience in representing public utilities, state and municipal government agencies, businesses and individuals.

For sixteen years prior to joining the Firm, Mr. Chambers served as Regional Counsel for the five-state Southeast Region of the American Water System.  With American Water, Mr. Chambers' responsibilities included corporate secretarial services and corporate governance of multiple corporations; issuance, transfer and redemption of corporate securities and shareholder relations; compliance with laws and regulations; oversight and management of litigation and outside legal services; preparation and review of contracts; and monitoring proposed legislation and agency rule making.

During his tenure with American Water, Mr. Chambers prepared the principal documentation for more than thirty financings for regional companies totaling over $300 million.  Mr. Chambers also appeared before the Public Service Commission of West Virginia in well over one hundred complaint cases, rule makings and other proceedings.

Prior to joining American Water, Mr. Chambers served as Staff Attorney with the West Virginia State Tax Department and as Staff Attorney with the Public Service Commission.  While with the Tax Department, Mr. Chambers was involved with several significant cases, serving on one occasion as lead counsel in resolving a long-standing dispute over the taxation of electric power that was generated in West Virginia but sold out of state.  Mr. Chambers was appointed a Special Assistant Attorney General to represent the State Tax Commissioner in defending a media challenge to the statutory confidentiality of the settlement of certain disputed tax liabilities.  Mr. Chambers also has served as counsel to Legislative Committees during sessions of the West Virginia Legislature.  His experience also includes six years in a general private law practice with an emphasis on residential and commercial real estate work and civil and criminal litigation, including several jury trials.

Mr. Chambers is a 1975 graduate of Marshall University (finance major) and received his law degree in 1978 from the West Virginia University College of Law. 

Mr. Chambers serves on the Advisory Board of the Charleston Area Command of the Salvation Army and is a member of the Greater Charleston Metro Board of the American Heart Association.  He is also the President of the Charleston Amateur Hockey Association and has coached youth ice hockey for many years.
