Hopewell Darneille has represented prime contractors, subcontractors and public authorities in virtually every aspect of public contract law, from contract formation through performance and contract close-out and post-performance issues, for more than 30 years. He focuses on helping clients build long-term customer relationships with contracting entities and avoid problems, through pro-active risk management, compliance and communication. 

Mr. Darneille has represented clients before the U.S. Department of Defense and most civilian agencies, including the Departments of Agriculture, Health & Human Services, Homeland Security, Internal Revenue Service, Labor and Transportation (including the Federal Aviation Administration and Maritime Administration), as well as the United States Mint, the United States Postal Service and the Government Printing Office. Procurements in which Mr. Darneille has been involved include the Navy’s nuclear program, various weapons programs, dredging, environmental remediation, base maintenance, IT, telecommunications, transportation and administrative support services.

Mr. Darneille has helped clients identify contracting opportunities, negotiate teaming agreements and subcontracts, protect proprietary data and resolve small business size, eligibility and certificate of competency issues. He has litigated more than 100 bid protests, including more than 25 court cases, involving all aspects of the contract formation process, as well as numerous size and eligibility protests at the Small Business Administration (SBA), including before SBA's Office of Hearings and Appeals.

Once a contract has been won, Mr. Darneille counsels clients as to a wide range of performance issues, and has litigated such issues before the various Boards of Contract Appeals and in the courts. 

Mr. Darneille also has counseled and represented clients with respect to suspension and debarment, and criminal investigations and prosecutions. He has litigated a number of default terminations, and represented clients seeking to convert default terminations into convenience or “no fault” terminations.

Mr. Darneille is a graduate of Yale College, majoring in American and Asian history, and holds a Juris Doctor from the Georgetown University Law Center. He has been rated AV Preeminent by Martindale-Hubbell® for more than 25 years.
