Joshua A. Claybourn is Counsel in the Firm’s Evansville, Indiana, office. As a member of the Commercial Law, Public Policy and Regulatory Affairs, and Health Care and Finance Practice Groups, he advises clients in matters of business and corporate law, governmental services, and public finance.

Mr. Claybourn understands the practical challenges faced by all branches of municipal government and the attorneys who represent them. In addition to the everyday responsibilities facing municipal corporation counsel, he works regularly with state and local tax law, zoning and planning issues, economic development projects, and public finance. He has also served as bond counsel in a variety of bond and project financings, including general obligation bonds and utility revenue bonds.

Mr. Claybourn has extensive experience with municipal and utility matters before the Indiana Utility Regulatory Commission in numerous complaint cases, rulemakings, and other proceedings. He has handled general rate cases before the IURC covering virtually all sectors of utility service: electricity, gas, water, and wastewater.

After beginning his law career in the Firm’s corporate department, Mr. Claybourn gained experience in a variety of transactional practice areas, including health law and physician contracts, drafting and negotiating purchase agreements, and other contract matters. He previously taught business organizations at the University of Evansville as an adjunct professor.

Known for his broad knowledge of government and politics, Mr. Claybourn frequently advises clients in public policy and regulatory affairs. He has represented large corporations, business associations, cultural institutions, manufacturers, local governments, and individuals in their interactions with various governmental units and regulatory agencies.

Mr. Claybourn graduated from the Indiana University Kelley School of Business and the Indiana University McKinney School of Law. He was recognized by Indiana Lawyer in its first statewide award as an “Up and Coming” lawyer. A native of Evansville, Mr. Claybourn is actively involved in the community and helps lead and support numerous civic entities. He is a founding director of the Evansville Sports Corporation and twice served as president and trustee of the Evansville Vanderburgh Public Library. He is also past president of the Southern Indiana Civil War Roundtable and past signals officer and assistant counselor of the Sons of the Union Veterans of the Civil War.
