Taunja Willis-Miller is Counsel practicing with the Health Care and Finance Practice Group.  She is currently located in the Firm's Morgantown, West Virginia, office. Ms. Willis-Miller has a broad-based business practice. She represents hospitals, other healthcare providers, 501(c)(3) organizations and higher-education institutions in financial and other business transactions, including tax-exempt financings and in organizational matters. Ms. Willis-Miller has represented several governmental entities and nonprofit corporations in transitioning healthcare facilities from public to private status. She has been involved as bond counsel, hospital counsel, underwriter's counsel or trustee's counsel in many hospital financings in West Virginia. Ms. Willis-Miller also works in the areas of economic development, regularly representing governmental entities; commercial transactions, including bank financings and the purchase and sale of assets; and low income housing tax credits.

Ms. Willis-Miller served as West Virginia's first Secretary of the Department of Health and Human Resources (DHHR), from 1988 through 1990. As Secretary, she oversaw one of the State's largest agencies and was a member of the Governor's Cabinet. DHHR includes, among other things, several long-term care facilities, the State's mental hospitals, an acute care hospital, the regulatory and licensure agencies for West Virginia's health and welfare facilities and providers and Medicaid.

Ms. Willis-Miller received both her undergraduate and law degrees from West Virginia University, where she earned membership in Phi Beta Kappa and Order of the Coif. She maintains membership in the American Health Lawyers Association, the Healthcare Financial Management Association, the National Association of Bond Lawyers and the West Virginia Economic Development Council. Ms. Willis-Miller is regularly selected by her peers for inclusion in The Best Lawyers in America®.

Ms. Willis-Miller continues her efforts to improve the health and welfare of her community through active participation in community activities. She serves on the Loan Committee of the Center for Rural Health and was the receipient of the 2011 Rural Health Leadership Award. She serves on the Advisory Board for the Morgantown, West Virginia, bank of Branch Banking and Trust Company and on the Boards of Directors of Arts Monongahela, the Monongalia County Child Advocacy Center and the Cheat Lake Rotary Club. Ms. Willis-Miller also serves as treasurer of Tomblin for Governor 2012.
