Pamela Dawn Tarr is a Of Counsel in the Firm's Litigation Practice Group. Her practice focuses primarily on the representation of defendants in trial and appellate litigation in both state and federal courts with emphases on personal injury (deliberate intent cases and industrial accidents), product liability (e.g., drug and medical devices, pesticides, cleaning solvents, asbestos, automobiles, jet skis, theatre floor lighting, etc.), class  action, mass torts and other complex litigation.

Ms. Tarr is admitted to practice before the Supreme Court of Appeals of West Virginia, the U.S. District Courts for the Northern and Southern Districts of West Virginia, the U.S. Court of Appeals, Fourth Circuit and the United States Supreme Court. She has argued thirty (30) cases in state and federal appellate courts that have resulted in published opinions. Ms. Tarr has served the State of West Virginia and the West Virginia State Bar in the following capacities: Assistant Attorney General for the state of West Virginia, Assistant Prosecuting Attorney for Kanawha County, Member of the West Virginia State Bar Board of Governors, Chair of the West Virginia State Bar Young Lawyers' Section and Member of the American Bar Association Young Lawyers' Division Executive Counsel. Most recently, she was a Member of the State Bar Lawyer Disciplinary Board from 2006-2012, where she served on the Hearing Panel.

Ms. Tarr obtained her Bachelor of Science Bachelor of Arts in Business Administration cum laude in 1974 and her Juris Doctor in 1977, both from West Virginia University. While in law school, Ms. Tarr served as the Chief Justice of the Moot Court Board, was a two time member of the National Moot Court Team, and received the Order of the Barristers.

Ms. Tarr is the leader of Jackson Kelly's thirty-member Deliberate Intent Team, which focuses on the defense of claims resulting from occupational injuries. In 2009, Ms. Tarr completed the 80 hour underground miners’ apprentice course at the Southern West Virginia Community and Technical College in Logan, where she earned her "red hat" and an apprentice miner’s card from the West Virginia Office of Miners’ Health, Safety & Training.

Her broad experience includes defending personal injury and wrongful death claims involving oral contraceptives, hormone therapy (alleged violations of the West Virginia Consumer Credit and Protection Act), medications for heartburn (allegations of improper labeling) and anti-convulsants (allegations of improper off label use). She has served as local counsel in national pharmaceutical litigation involving oral contraceptives and hormone therapy.

A lover of books, Ms. Tarr is the immediate past President of the Kanawha County Public Library Board of Directors. Ms. Tarr has also served her community as the Chairman of Read Aloud West Virginia of Kanawha County and as a volunteer reader in Kanawha County public schools for fifteen (15) years. Ms. Tarr is currently on the Board of Directors of the Historic Glenwood Foundation, Inc., dedicated to the preservation of Charleston's heritage and history.
