Matthew S. Sutphen is an associate with the Tax Practice Group in the Pittsburgh, Pennsylvania, office. His practice focuses on federal and state tax planning and controversy matters.

Prior to joining Jackson Kelly, Mr. Sutphen worked in Washington, D.C., for the Treasury Inspector General for Tax Administration (known as "TIGTA"), an independent bureau within the U.S. Department of the Treasury that oversees the Internal Revenue Service ("IRS"), the IRS Oversight Board, and the IRS Office of Chief Counsel, where he served as the counselor to the inspector general and congressional affairs liaison. Mr. Sutphen then returned to Pittsburgh as a tax associate for a regional law firm where he concentrated his practice on international, federal, state and local tax matters. Pulling from his public and private sector experience enables him to provide unique insight and counsel for clients.

Mr. Sutphen received a Bachelor of Arts in political science, with a minor in philosophy, from Washington & Jefferson College in 2007. He earned his Juris Doctor, cum laude, from Duquesne University School of Law in 2010. While working at TIGTA, Mr. Sutphen attended Georgetown Law where he earned an LL.M. in taxation and a certificate in international taxation in 2014.

Mr. Sutphen is a member of the Taxation Section of the American Bar Association, as well as the Pennsylvania and Allegheny County Bar Associations. He has been admitted to the Pennsylvania Bar and the United States District Court for the Western District of Pennsylvania.
