Stephen N. Chambers is Counsel in the Utilities industry group, focusing primarily on representing public utilities and wind energy generators before the Public Service Commission of West Virginia in certificate and siting applications, acquisition, rate and rule-making proceedings, and the defense of formal complaints. He practices out of the Firm’s office in Charleston, West Virginia.
In his more than 39 years practicing law in West Virginia, Steve has earned a reputation both as a trusted counselor and an effective advocate on behalf of his clients. He’s worked with a variety of clients, including individuals, private businesses, government agencies, and public utilities. Steve understands when clients entrust him with a matter, they do so with the expectation of receiving not only the absolute best service but the best possible outcome, and he prides himself on meeting those expectations. Whether working with his clients to obtain necessary approvals or negotiating and closing transactions, Steve solves legal problems quickly and efficiently.
His many years of experience have given him a uniquely broad skill set that makes him an asset to any client or case. Prior to joining the Firm, Steve spent 16 years serving as Regional Counsel for the five-state Southeast Region of the American Water System. In this role, his responsibilities included corporate secretarial services and corporate governance of multiple corporations, issuance, transfer and redemption of corporate securities and shareholder relations, compliance with laws and regulations, oversight and management of litigation and outside legal services, preparation and review of contracts, and monitoring proposed legislation and agency rulemaking.
Besides giving his clients the best service possible, Steve can share some noteworthy advice on home improvements, describing himself as a “Jack-of-all-trades” when it comes to home improvements and repairs. He is an avid woodworker and is interested in the study of winemaking (purely intellectual, of course). Don’t let his home improvement skills fool you into thinking he spends all his time indoors – Steve is an international traveler who enjoys hiking, biking, fishing, and other outdoor activities.
