2021 West Virginia Legislative Session Bill Summaries

The West Virginia Legislature completed the 2021 regular legislative session on Saturday, April 10, 2021. In total, 282 bills completed legislative action. Summaries of thirty key bills are addressed at the link below, and the status of each is accurate as of Sunday, April 18, 2021. This summary also includes information regarding two joint resolutions that seek to amend the West Virginia Constitution and will be up for voter consideration in 2022.
A few of the important topics covered in the 2021 Legislative Session include: changes to the WV Consumer Credit & Protection Act; alternative certification for teachers, an exemption to WV Sales and Use tax for rental and leasing of certain equipment; Zombie Property Remediation Act; hotel marketplace facilitator tax collection; clarifying Independent Contractor status; creation of the Intermediate Court of Appeals; COVID 19 Employer Liability Legislation; Broadband legislation; charter schools; sale of liquor; and a resolution putting property tax modernization on the ballot.
